The Smart City deconstructs the smart city projects developed by Chinese technology companies across the Afrasian Sea through image fragments. These projects are led by strategies named “World Digital Brain” and “Safe City”, with technical solutions provided by Chinese technology giants, following the socalled “OODA” guidelines. However, OODA is actually a model used by the US Air Force to solve strategic monitoring and decision-making processes, and such appropriation adds more imagination to these technical supports. The Smart City comprises five smart cities in South Africa, Kenya, Mauritius, Indonesia, Malaysia, and “issues” commemorative coins for these cities, with the design based on the image archives related to the development of the smart city projects.
