The Smart City deconstructs smart-city projects developed by Chinese technology companies across the Afrasian Sea through fragmented archival imagery. These projects are driven by initiatives such as the “World Digital Brain” and “Safe City,” with technical infrastructures supplied by major Chinese technology corporations and informed by the OODA framework. Originally developed by the United States Air Force as a model for strategic observation, orientation, decision-making, and action, OODA acquires new political and speculative meanings through its appropriation within civilian technological systems.

The work examines smart-city developments in South Africa, Kenya, Mauritius, Indonesia, and Malaysia. It also “issues” commemorative coins for these sites, whose designs draw upon visual archives documenting the planning, promotion, and implementation of the projects. By reassembling these images as both fragments and numismatic objects, The Smart City investigates how technological imaginaries, corporate power, and security-oriented modes of governance circulate across the Afro-Asian region.
